BACKGROUND

Terry is a graduate of Dover High School, Delaware Technical and Community College, Delaware State Police Academy and Delaware State University. 

Terry has been serving the public for 42 years.  His service started as a Delaware State Trooper, retiring after being injured on the job.  Terry served on Kent County Levy Court as Commissioner at Large from 1994 - 1998.  He did not seek re-election but instead took the time to evaluate the county government, noting areas where he could help make a difference. After working in the Governor's Office as Liaison to Local Governments, Volunteer Fire Companies and various other . He is currently the State of Delaware Homeland Security Advisor. In 2010, he was elected to Kent County Levy Court as Commissioner at Large and has served for the past 8 years, holding the leadership position of Vice President. 

Terry is married 40 years to Valarie Coyle Pepper. They have 2 children, Lauren and Brian Cusick and Heather Pepper-Imhof.  They have 5 grandchildren: Mackenzie, Brooklyn and Brielle Cusick, Colton and Quinn Pepper-Imhof.
